Would require a peg on the seatstay no?
I bought the Park frame pump specifically because I have no pegs etc anywhere. It works really well when it's left to do it's job but does really get in the way when I have to lift the bike.
A shorter pump could fit behind the seat-tube or infront of it if I ditched a bottle cage but the Park is too long for that even in it's shortest setting. If I need to lift the bike I usually just mount it on top of the top tube. Work almost as well there as underneath.

Having had to lift a bike with a frame pump I'd quite appreciate a 2nd toptube.
