homemade ghetto anti-rain flaps should have more flash on them.It looks to have a MTB cassette, and a tiny front ring. Well about equivalent to the middle ring on a MTB. This seems to be ridiculously low geared unless it is for pure offroad or for san fransisco!
On my road bike I use for commuting and carrying stuff/shopping. I ride mainly the big ring (I think a 53t) with the second smallest on the rear. Like 13-14. I ride flat pedals too (no cages or clipless).
I cannot understand how the low gears could be enough, on the flat or downhill youd be crying to gear up.

if your carrying a lot of heavy stuff in somewhere that isn't flat it makes sense

The front ring would be a 32,34 or 36. 36 being the standard 104bcd middle ring.
I ride a 36x13 which is 72". Fine on a road bike and yes at time I could do with bigger while out on the roads.
For city riding it would be fine and if as spotter mentions the rider intends on carrying loads then the gearing would be great.
You ride a 53x13? Why? did you start riding when you played rugby and never grew into the habit of pedaling at a decent cadence.

The only explanation is that he intended to haul a trailer, of which the gearing is perfectly suitable for.
otherwise yes it's ridiculously small, I used to run 11-28 with a 44t chainring, which were perfect, a tad undergeared but actually idea when fully laden.

I like, look fun to ride, the tyres is way too overkill though, perfect for urban downhilling, not so much for everyday riding.
rotational weight is a bitch with the Hookworm, super tough though.
