Indeed, the Pacenti rims is very thin, they're great high performance rims, but will crack eventually if the spokes tension is too high over Pacenti's recommended tension, the bulge is normal, but the bulge on that bike is quite big.
Had a pair, my rear look like his front, but my front have a lots less bulge due to the spacing and lower tension, the front despite having a worn braking surface still remain true to this day and only be trued once after 4,000km.
But the rear have to be retired after discovering a lots of tiny crack on the spokes hole after 2,500km, that's largely due to the hubs spacing and offset that required a higher spoke tension (130mm with 10 speed hubs).

If 25mm tyres work well on 25mm wide rims what about 35mm tyres on 35mm rims? Does it have

I have discussed 35c on a 35mm rim with my LBS, they said it should be fine and the tyre would have a nice profile.
Velocity P35/Blunt 35 were the rims being discussed at the time. We figured it would be possible to run them with 35 or 42c tyres on a Straggler or 2.4/3" rear/front combo on an Ogre.

the same advantage?Incidentally I have experience such ideas as well.
Currently the 23mm (18mm internal) work great with 23mm tyres as we know.
But I try bigger (25mm on 24mm rims, 19.5mm internal) and it work out the same, lower pressure, more comfort etc.
Ditto with 28mm tyres on 24.5mm rims (21mm internal), the shape remain nice and round, this one was on a CX bicycles and the pressure is even lower, the rear have 70psi and the front is 50psi (75kg), it felt nice and stable without squirm, absorb the road so well that I notice my companion on his 23mm rims/tyres combo took a bit of a beaten that I didn't notice.
The only issues is the caliper brakes that may not be able to work well with very wide rims, I just about managed with the Mavic A319 with Campagnolo caliper, it took a bit of fiddling to get the modulation and power sorted.
Last issues is the frame/fork clearance, which isn't common, but something you should look out for with wider rims creating a wider tyres.
Disc obviously have no problem, so go crazy.

You obviously lose some height though, so it's not really a 27mm tyre.
My Michelin Pro Optimum tyres (marked as 24mm) measure 28mm on Open Pros. Maybe more after a few months.
