By minimum i meant if you vaguely tried to go lightweight on parts, which you probably wouldnt for loaded touring
6kg includes the rack and forks. Another 6-8kg for drivetrain, wheels and some finishing kit is definitely manageable

Especially since, you know, bag hits ground, front wheel unweights, you go down like a ton of bricks. Same problem with long cranks/low BB on a fixie except this is at the front which is even worse.

It's not the high speed stuff that caught me out with panniers higher up.
Slow moving, navigating some street furniture, along a pavement,going around a stump or a rock etc, did put some scractches on my bags. -

Yeah it was too bad - seemed to be nicely specced. I'm only only 150 lbs and I could make the chainring touch the derailleur when stomping.
I think my Salsa is approaching 15kg with racks, 12-14 sounds positively dreamy
