If I presumed that all homeless people were mentally handicapped, I wouldn't need to say 'a mentally handicapped homeless person', as the homelessness would cover the mental handicap also. Having said that, homeless people register 10X the rate of mental illness than the general population, although that's more frequently a result of being homeless, rather than a direct cause.
Either way, it's not a debate for this thread.

Can we just agree the bike belongs to someone who may or may not be homeless and may or may not be mentally handicapped, that those two things don't neccesarily go hand in hand and going back to the bike, it's probably not owned by someone looking to get Instagram famous as there's no hanging cup?
