Happened on mine as well, there was something wrong on a whole batch apparently and an insert was missing (or something to that effect) mine was replaced under warranty

Take the seatpost out and feel inside the seat-tube for an obvious ridge (this is the end of the bonded-in insert).
You shouldn't be able to since the end of the insert should be below the seat-tube cluster and probably requires longer fingers than most people have. -

Depends on how long your fingers are. I said "you shouldn't be able to feel it" because if the insert is long enough it will pass below the seat cluster and you shouldn't be able to reach the end of it (I think - you could have long fingers).
I could feel the end of the insert on mine and it was right at where the crack was located.

I've got a replacement now which I got at a discount although not for free...

Definately a crack in the frame, exactly the same happened to my Tempo, and I had exactly the same thoughts too. Reason - burr left on the inside of the down tube weld, seat pin presses, metal cracks. Condor had a number of exact replications from the same period, problem now rectified, if you frame is still within warranty they will replace it.
The crack is in a place where a drastic failure is unlikely - it will just slowly spread - I rode mine for about 6 months knowingly until a replacement frame became available - and I am nearly 14 stone and like to sprint - no problem just slowly spread - but keep an eye on it because it will fail eventually.

My (Feb 2007) Tempo has succumbed to the Condor crack. No chance of it being in warranty (it's over 4 years old) but I'll take it in to Condor and see what they can do for me.
Was planning on doing PBP on it, hoping I can get a replacement frame sorted out before August.
