Seems unnecessary, some swept back bars would be simpler and having your hands behind the steering axis is just different from having them in front of it, not better or worse.
If you use a chain to connect the steerer axis to the handlebar pivot axis, you have to have the drive ratio at 1:1 and the axis distance an integer multiple of the chain pitch, otherwise the phenomenon of chordal action will cause 'cogging' in the steering response. You'll probably end up thrupenny-bitting every turn at best, and throwing the damn thing in a ditch at worst.
You can have a non-unity ratio between handlebar and fork rotation with a simple pushrod as used on Bullitts and other similar cargo bikes without the backlash and cogging inherent in a chain drive.

What, just like people always used to when they hand-washed? If the idea is to reduce impact on the environment, building a big plastic single single-purpose machine seems like a worse idea than just using the sink you probably already have.

I have one, no issues with it retracting when it's not supposed to. Not saying it's beautiful, but it works perfectly fine.
Hit a pothole, it'll slap you on the arse, and you end up punching the person behind you.
