Won't this just get vastly watered down / thrown out by manufacturing lobby proposals to the EU that were discussed a few months back? (my info is probably way out of date or wrong here)

That's a very short survey.

Made a big deal about it's largely being the fault of the drivers than the lack of safety equipment on the HGV.

Safety equipment is almost like saying "I know there's some shit driving going on, but hopefully this side skirt will prevent you from dying if the driver haven't finish writing a text message after setting off".
