The proposal includes a ban on all vehicles over 3.5 tonnes, that are not fitted with side guards and extended view mirrors, from driving in London from early 2015.

That's a very short survey.
Made a big deal about it's largely being the fault of the drivers than the lack of safety equipment on the HGV.
Safety equipment is almost like saying "I know there's some shit driving going on, but hopefully this side skirt will prevent you from dying if the driver haven't finish writing a text message after setting off".
