I always think of it as The Brighton Business Centre:-

Nowadays it seems to be called Citibase Brighton
I went in there a 2 or 3 years ago, BC, to see a friend who worked for a business that was based in there. Rows and rows of glass-walled (and roofed?) cubicles, each housing a separate business. Odd place.

Hahahaha! You thought right, my friend. Normally a tag like that would be out of the way enough to take me quite a few days, if not a week. You just got unlucky...
On the Wednesday before Christmas, the day after finding your tag on Francis Street quite unexpectedly, I cycled all over Brighton and Hove delivering Xmas cards to our friends - an Xmas tradition that I enjoy.
And on Thursday, I cycled over to Woodingdean and Saltdean to deliver two more cards. To get to Woodingdean I headed up Hartington from the Lewes Road, and at the top found that lovely mosaic thing, and mentally tagged it as a fantastic future BBT location.

I've cycled past with these recesses (there are a few) a thousand times, but not noticed them. Mrs. sea-level pointed them out and urged me to tag one. Apparently they have an interesting history which I will try to dig out.

Ok, maybe not that interesting. Not as interesting as the story I heard, which seemed rather unlikely in the first place.
I reached out to Judy Middleton who told me that they were probably used for the storage of gardening equipment, or deck chairs.
