I've tried electric bikes. The motor stops as soon as the pedaling stops.
Whether the motor is intended for commuting or cheating, I can't see this work in any other way. If the motor was just running willy nilly regardless of pedalling effort you get situations where the rider would have to force the engine to stop by desperately hugging the rim brakes -or something. -

4 years for taking EPO, or any other banned substances, so 6 years seems pretty stiff. Fair, but stiff. I imagine the support staff didn't get done because they're not subject to UCI sanctions. Despite being cheating pricks, as you say.

is there any way that the mechanics for the Belgian team wouldn't have inspected her bike before the race? in pro cross racing, do the riders look after their own bikes?

Belgian fed just issues jerseys; cross riders are on their own with their trade team mechanics who are usually family (and 100% were in this case) hence opting for no hearing and taking the ban.
