I mean, they tried to do it with Russia in the Olympics (and should have but that's another issue).

They did ban Russia from the Olympics.
The Russians had effectively implemented a state sanctioned doping programme, I’ve seen no evidence that the same is happening in Colombia. They clearly have a problem, but it isn’t clear if it’s across all sports, or supported by the Colombian Government.

Only a few specific athletes who could show that they had nothing to do with official Russian programmes were allowed to compete as independent athletes.

Yeah someone got an exception for the last Olympics. Presumably they could show they trained outside the 'gear on your weetbix' national system. They then backed down making the whole thing pointless.

Depends how much influence Sky have at the UCI now Cookson has gone.
It’s hard to ban someone for taking something they are allowed to have, especially if there are medical records detailing doses. The Ulissi case was slightly different as he had no previous record of asthma iirc.

Maybe, maybe not. But there is a limit in place and Froome has broken that.
Poor medical advice or carelessness may be the root cause, but it’s not good for Froome or the sport.
