Cyclists under temporary suspension have to remain in the testing pool in order to be eligible to start racing again after their period of suspension ends. If you didn't have to be tested while suspended, every athlete would deliberately get a 2 year ban at age 20 in order to indulge in an epic performance building drugs binge, the results of which would be manifest for years after their rejoining the sport.
