I don't doubt they are true. But he cheated and got away with it, so any mealy mouthed confession is a little hollow in my view, especially given how he's benefitted so much financially from being Lance's loyal team mate.
He could always redeem himself by giving it all to Livestrong, the famous cancer charity.

As far as the report goes we don't even know if he's requested b sample yet, which is slightly annoying if by some stretch he happened to be innocent.
Reckon it would encourage confessions? Why not prosecute based on witness testimonies and let the other rides sue for lost earnings. Legal shit fight going on for years. Way more interesting than East Enders.
