Could have been a copper? Ive seen this in Kentish town, a really snazzy Boardman Comp. No lock chilling outside the tube, some fella jumps on it and two guys in stab proof vests come out of no where grab him before his ass touches the seat... Quite a clever way of knicking bike thieves, turns out this guy had over 10 stolen bikes at his house...

I know someone that works on the cycle theft team they do this all the time. Normally with the tyres hardly inflated and the brakes tightened right up...
