Former house of William Johnson Cory, Pilgrim's Lane, Hampstead. Cory was assistant master at Eton College and composer of the words to the Eton Boating Song - hence the figurehead, presumably.
The plaque, funded by the Hampstead Plaque Fund, says he was a teacher, scholar and poet but thoughtfully omits his pederasty - his resignation from Eton in 1872 was not optional...

I lived round there for a couple of years and never knew that, always wondered why there was an eerie clocktower in the middle of nowehere. The road name makes a bit more sense now as well.
No idea about the new one, mind.

doh! Passed fox +1 (yellow jacket, no?) speeding down Willow Road just after they must have done theirs, and then got to the tower just as skydancer posted his.
