I think either N, E or S are very strong if we speak of a normal polo 3x3 polo match to 5 goals
things change if we speak of a 5x5, 60min games using subs.... E will win

what if we say every player from each region has to be used for at least 5 minutes, for every player not used a -1 goal penalty is dished out.
