To stop chips and scratches when locking up? Or to soak up road dirt from the rear wheel and gradually grate away at the seat tube...

or it could be for the ridiculous welds when my bicycle got cut open when my seatpost was so corroded in i was unable to remove it by cutting it out.

yes its ratty, hence why now its just a beater. these frames never die though. so unbelievably strong and robust. not feeling any problems.

the top tube pad is literally to give it a bit of protection from dirt and wet.

Maybe get some spray on lacquer to protect it from the wet?
