I got that fuji off Dakin, It's a sweet ride it has surface rust as he said which I don't mind, gives it the 'rat' look but is there any anti rust clearcoat I can apply myself with a brush? I plan to lock this outside the house.

^^ cheers for that! I was actually thinking of doing this on sunday I am near a B&Q and Homebase .. what about red oxide? Or this anti rust primer which is same tint (as it's a primer not paint) as the frame colour; grey

ask like a 120 or something, its a good parts beater.
If it in decent nick, ie chain not worn, hubs spun smoothly, headset smooth etc. Then I'm happy to pay £120 for it.

Red oxide is porous. It is only meant as a primer, and needs something on top.

I'm sure I read that primer (not sure if this applies to grey. red oxide or both) is the only part of the paint process (primer,paint, clearcoat/lacquer) which is non-porous or in other word, waterproof.

This year's rat #1 stole the guards from rat #2, to good effect for it's 110 miles / week.
Rat #1 was a 1990s Holdsworth ATB thing.
Rat #2 is a '50s Coventry Eagle. -

so what should i do then? I don't want it to rust further, even if it's a surface rust, should I do a shitty hand paint job matching the gray of the bike and then wrap in bar tape?

It's not a big issue. Loads of info on Google. .... Just rub rust off with wire wool /steel brush. Paint with some oil based paint, Hammerite ect. Or mask area and spray it with car paint........Then ride it. End.
But if you kept it inside you would have alot less issues later on with the whole bike turning to shit........Or being stolen, kicked in. I would be more worried about that than the rust.
