The foam makes it weigh a ton and it takes a lot of work. there must be a better way

IR guessed it. Filled a cheapo wheel with expanding foam and smoothed down the sides. Intention was to make a passable looking disc wheel but the foam's extra heavy, crumbles off easily and doesn't make a smooth surface for spraying.

You could lay some depron sheet foam over then spray it after.
