Ask any drivers who complain about lack of investment how they're getting on with their winter tyres. Their response will probably be something along the lines of "There's no point because it only snows properly two weeks every decade".

Here in Norway the winter conditions are well planned for, and the roads well cleared. But I'd still give you £100 for every Norwegian who you could convince to drive to work on summer tyres for a day.
The first snow of winter, always catches a lot of people out, who have'nt switched tyres. These people catch the bus that day.
I'm still on pain killers after my accident on Sunday, and that was on metal studded tyres.

only if you're going too fast, take it easy, choose your line carefully, control your speed and snow shouldn't be a problem.
I'll bet that people in snow-covered American cities are laughing at our ineptly of riding on the snow.
Most of Europe is regularly covered in snow and still everything works (buses, trams, trains). Never heard of anyone staying home because of snow unless there were 2m or something crazy.
People should just relax and enjoy it!

The Mound in Edinburgh is heated, if I recall. That's what I pay my road tax for.
