I'm far from expert but typically more spokes = less flex, in fact a pal of mine, around 80-85kg has some Hunts (lower spoke count) and says they're flexy and should have gone for 28 hole.

The disc rotor is attached to the hub.
The rim flexing isn’t going to cause the rotors to rub in the callipers.
I’m guessing the QR isn’t tight enough or the frame/forks are flexing under heavy load.

tl;dr you're over thinking it. Any fan will be fine.
We had a load of these when our aircon went out one summer:
Pretty sure they are (or were) the cheapest as well as being on Prime. In terms of performance, they work fine. I still use one at home in our bedroom every now and then. Because they're plastic and cheap they weigh nothing so can be creatively positioned - eg hung over lever arch files or the top corner of a monitor.
The only negative is that depending on the surface and angle of the fan they can "walk". Those of us affected solved this by using bluetac, wedging it, or just moving it back every so often.
If the heat is a real issue you can make a mini swamp fan. The amount of air flow is decreased, but the air is cooler.
It looks like there is a two pack, so depending on the number of spare ports you could have one for your face and one for your balls.

Procrastination and being on a budget means I'm still looking for a wifi range extender. Powerline ones seem like the sensible option.
It needs to be wifi, but will ideally also have:
- passthrough plugs (or at least one on the first one next to the router)
- ethernet plug
Is this going to be the cheapest one that meets my needs?
I think there maybe some old small wifi routers at work, and we definitely have a couple of old internet routers that came as part of our packages over the years. Could these be plugged into an ethernet only powerline as a budget option?

Seems unlikely. Your table is wrong, because there no reason to distinguish between O×E and E×O. This means that if you take any arbitrary pair of integers and multiply them together, you are twice as likely to get an even result as an odd one.
Since all the primes are odd, they conveniently fill the gaps to bring order to the chaos and balance the odds with the evens in an exact 1:1 ratio. We know this must be the ratio, because for the set of all even integers, we can add 1 to each to create the set of all odd integers. -

The ballache with those is that they often either set up a totally different wi-fi network or your phone/laptop/whatever doesn't switch nicely from one network to the other and it ends up hanging on to the weak connection.
They, or an old router and powerline adapter will do the job but it will be a bit annoying.
