It's called a "boss cover". They come in flat and curved variety. SJS had some in stock last time I needed them for Paul Thumbies.

What is the max rear tyre size: width or height in a Cervélo P3c (old version, pre 2014?) Does 25mm fit?
Also is P2C/P3T/T3 the same?

There's more wiggle room for height with the track frames because the slots are longer. You probably can't go over 23mm width wise with proper clearance, but I've had a 25C Open Corsa in mine without any trouble which was actually about 26mm wide.

should have said the TestDisk exe is the the one you want from the two.
You can get historic Street View images of some places which might help your case. I used this for a pothole claim.
