Coming from a different use,
one of the deciding factors was whether there was some sort of clutch/release mechanism
that allowed a rapid return of the powered arm to the start of its vector of motion.

I'm in Canada and so am not aware of Specsavers approach, but most Ophthalmologists/Optometrists are not keen to give out that measurement because of web reasons.
You can measure your own, but make multiple stabs at it and get an anal friend to corroborate your results. -

I'm looking for a set of combination spanners. In the 5-12mm range.
Any recommendations?
Classic vague budget of wanting to spend as little as possible on the best possible.
Halfords (not advanced) have a set for £50 at the moment. Are there any under rated inexpensive half decent brands out there?
Also any tips of what might be useful features? Extra long and offset seem like pluses. Although I guess extra long for small sized bolts probably leaves you open to fucking them up.

The Halfords £50 set covers a much larger range than 5-12. Unless you're using them hard every day, you don't really need to worry about getting a premium brand. If I were shopping, I'd probably be lazy and get whatever comes up first on google, which in this case is

No 5mm, but then I've never been moved to use a wrench on anything smaller than M5 (8mm A/F) anyway. 5.5mm would be more useful than 6mm, since that's standard for M3, which is a mark against a set containing only whole numbers. -
