The cheap tektro mini-V are flexy, but the TRP CX9 feel really good. Good V brakes do exist and don't cost much. Deore will be perfectly fine. As long as they're stiff you can set them up and balanced.

What will happen if I use a 11t lock ring with a 12t cassette? Campagnolo.
