Not officially, but in practice you often can. The specification is based on the worst case (smallest) separation of the dérailleur mounting hole from the axle and mounting face offset from the inside face of the dropout. It doesn't take much extra on either or both dimensions to make room for the upper pulley to be an extra 4mm away from the axle centre, which is all that's needed to clear the extra two teeth on the big sprocket.
You might have an issue with total capacity to take up chain slack if you also have the full 16T difference between chainrings.

i have a fork of a system called time stiff +.
theyre nice, light and in my possession
specific for this system is that the steerer tube is reinforced with a "+" aka cross. normal crabon specific bungs cannot be installed and one needs a different bearing loading system.for this purpose i purchased a hope ring go starr. it doesnt work despite me carefully reading instructions and carrying them out.
my plan is now to drill out the reinforcement and install a bung (see pictures). ild do this straight and with caution.
the idea is that the carbon specific bung will act like the reinforcement seeing it is kinda solid.is this stupid? will i die when i ride it?
tldr: want to put a in b by drilling a. is this suicide?

I assume you mean a USE Ring-Go Star. Read the instructions again, and carry them out properly.
What's the steerer diameter? If it's 1", you may get on better with the Easton Bear Trap out of my parts bin

It depends on how you learn. Two points to bear in mind:
- Whatever you choose, surround yourself with as many native speakers as possible
- Make sure you have a reason to learn. Give yourself a goal of being able to do something with your acquired language. E.g. correspond in German about a topic online, visit a certain town and order a beer, understand an episode of Deutschland 83, write some angst-ridden poetry
Most uni German societies do a Stammtisch at a local pub where you can rock up and talk German. That's good if you combine it with some sort of formal study. Not sure where you're based.
