How do i get a star fangled nut deeper in my fork? Is there a special tool involved? or a hammer? and how far down does it need to be below the top of the steerer tube?

Depends on your top cap, but about 5mm should be enough.
Put a steel bolt in it with a repair washer to stop it going too far and a nut on top of the star nut to take up the backlash, screw it in until the clearance between the washer and the top of the steerer tube matches the amount by which you want to move the star nut, then whack the head of the bolt.

I just give em a tap with either a screwdriver or a normal bolt in the hole.
Whats challenging is getting them out again, which I have managed to do on a couple ocassions to reuse on different forks.
