Saw a guy wiped out one dark, murky eve last year by a guy from the far lane in oncoming traffic turning across him. Slick looking bike, trendy dark camo gear, but no lights or helmet. I stopped to help, and the driver said to the rider 'If you'd been wearing what he's wearing, I'd have seen you'.
Course it's the driver's fault, but your call if you choose to give them the excuse. I got good lights and a mix of hi-viz and reflective stuff depending on the conditions. But then, I don't look as cool as the guy that got totalled.

3M black reflective tape, if you dont want to look like another older gent commuter. Because, let's face it, high viz cycling is an old mans game.
The tape is black until light is shone upon it, then it reflects the light.
Oh, that's what "reflective" means. Thanks for that...

Completely agree. Hi-viz clothing isn't cool but it definitely works.
Anything that helps people see you when you're lurking in the shadows in their peripheral vision is to be encouraged.
I've certainly noticed how brightly-clothed cyclists are much more visible - and visible sooner - than their darkly-clothed counterparts regardless of how much they are lit up.
Forcing yourself to wear hi-viz kit can be emotional journey - especially if you are achingly cool - but IMO it's a must.

If you mean hi-viz or thinly spread across the tarmac I think I'd go with the former. el squire's already mentioned the Altura night vision - cheap, and even in the black one you'll light up like a Xmas tree. For lights search the zillion threads - I use a Blackburn Mars - small, cheap and super-bright...
