As she already has an iPad I'd start by assuming she already knows what it's useful for and what she wants.
(unless she mistakenly thinks a brand new iPad somehow won't have most of the same limitations as the old one)

Her laptop is fine - ThinkPad I believe. I get what everyone is saying and it makes sense to me, however, convincing a teenager is not an easy task and will require some innovative persuasion from me I suspect.

Tell her a MacBook will blow her socks off! seriously there is no comparison between a thinkpad and a mac. As for innovative approach, just show her our replies!

Note taking on iPads is ok and can imagine the drawing ability would be useful for a student.
A non-sexy idea would be a re:markable which are pretty awesome -

Re. The ThinkPad - oddly this laptop was her choice - it does everything she needs it for and at a much reduced price than the MacBook. It may be the case that it stays at home and her friends don’t see it unlike her iPhone etc but I can’t confirm that. All very odd and I’m too old to understand!

Already confirmed that a 13 mini will release in September this year.
I just returned a 12.9" iPad Pro with posh keyboard because the multitasking is a bit crap. Day job is developer so I needed it to be less crap. I did take it away on holiday for a few days but mostly to use as a client for remote desktop to my work desktop. It was ok for that, but pretty expensive as just a remote admin client. So I'd definitely get a Macbook if I wanted it to work on consistently.
I did however get an 11" iPad Pro without the keyboard as a videos/browsing/Teams/Webex/whatever thing. For that it's superb. It's super fast and seems a great little thing as a supplement to a proper laptop.
tbh I've no idea what apps 'kids these days' use for schoolwork.
How decent is her current laptop? If it's modern and fast then fair enough. If it's old then can she spend the iPad money on a MBA and then flog the old laptop and get an entry level iPad with the proceeds? I'd think that'd be better than a snazzy* iPad and an old laptop.
(Unless she absolutely needs the Apple pencil..., then you're back on the iPad Air)
*'the kids' still say snazzy right? No? Damn
