I have been trying to hazard a guess but the lack of features at that scale, excepting the river and proliferation of concrete towers, leaves me blank.

That spike by the river must give it away...

Its shanghai, but it looks like coruscant to me

I was thinking 1970s England because of the rows of what looks like back-to-back terraces mixed in with concrete high rise, but there is nowhere that large and on a big river in England except London - which it clearly isn't.
