OK, it's not an owl, but can anyone help identify this bird?

A mate's writing an essay on the picture, and has decided it'd be a good idea to know what it is before he starts....

Where was the photo taken?

I think it looks like a sparrowhawk.

The picture he's writing about is 'Untitled' by Félix González-Torres, which appeared as a billboard poster in San Antonio in 1996.

I saw the pilot and was amazed and have just had the pleasure of watching series 1 and 2 pretty much back to back after completely missing the fact it got commisioned.

I reckon a lot of people overlooked it.
