Just from a quick googling.. Some clouds (cumulus, cumulonimbus, and stratus clouds) only get as high as 6,500 feet. Recreational skydiving is normally done between 2,000 and 15,000ft.
Adding to that the lens flare accross the sky-divers and I'd say that picture is real.
