Well this is depressing.... no, you contact a bee keeper directly and they'll give you some cash, or go through the BBKA: http://www.britishbee.org.uk/
Of course they're pick-up only, but it would've taken less time than trying to nuke them all, 20 mins, find the queen, trap, box in a landy or similar, done.
They look like resilient/prosperous little guys too, food for life.

We got a bee keepers name out of the yellow pages, he paid us $50 back in 1987, to remove a medium sized hive, and he spun us some honey out of the comb as well.

My dad used to keep bees, it was fantastic, they produced amazing honey and kept us in candles for ages. We still have a full bucket of honey kept fresh by a 3 inch wax plug that separated out from it. Sadly the bees decided to leave one year and never came back. If they were Africanized honey bees I might have had understood his actions (they can be very agressive and also they are driving out european bees) but I dont think they are so the guy is just a plain old moron.
