I don't think you are coming out of this very well Tarboy- if the chap is your friend then you should respect the price that he is asking.
You will have the advantage that should it snap etc I would assume your friendship strong enough that he would assist with repair costs.
Seeming to insist that he makes a considerable loss on the frame and fork just before moving country seems not to be the actions of a friend- more like someone trying to take advantage of anothers situation.

£500 for a twin down tube ti Colnago is a fair price. They are quite rare but not as rare as the early carbon twin down tube frames which command much higher prices. This one went on US Ebay recently for £465;
