I think they mean the XCR tubing per se, not stainless steel as a whole. XCR is seamless (unlike 953) and therefore quite hard to make (I assume). I guess demand for it is pretty low as well.

For this money I'd personally go for a modern carbon frame. Got enough noble steel in my kitchen.

I thought it was interesting that three out of the four bikes are American, and the fourth (Cinelli) is a brand that's very aggressively marketed in the US.
