One of the problems with an unpainted steel frame is that when the frame is stripped down it exposes some slightly crude workmanship which has been covered by the paint job. Furthermore you often lose definition in your lugs by stripping the paint off. The best option is to get a frame built specifically for the purpose of never being painted. You can then laquor it afterwards to prevent further rust.
Demon frameworks builds their frames to a very high standard anyway. So you'll have good lug definition and no tell tail spots of brass from imperfections. You could also go for a stainless version and make it stripped down but rust free.

I paid £30 for a powder and a blast from Nationwide coatings. They are a 20 minute ride from Uxbridge tube station.
@ woody, in case you haven't already been told, armourtex are the guys most ppl use to get there frames powder coated, they clear coat frames after powder coating so i guess they could do it without. search for them, there are a few threads that will give u the details
