I recall the green tyres with a cross latice centre . It was like peddling a paddle steamer in the wet . They Filled up with water then goosed your rims with rust .

Ugh I hate to be "that guy" but I need advice. I've read bits of this thread but it's a minefield. I'm after a pair of tyres that'll suit brake shy city and herne hill riding. I'm thinking 25c Rubino pro front and back. How do they hold up to skidding?

I'd advise against skidding if you want to use that tyres on the track.
Either buy another rear wheel for HHV, or change tyres before you head to HHV.

Any recommendations for an all weather commuter tyre for a fixed gear?
Max sizes I can fit are a 25c on the front and 28c on the rear.
I previously had halo twins rails with I never felt confident on and gatorskins which I was forever getting punctures with.
Gravel kings? Schwalbe Durano or One?

Panaracer Paselas in 25 if your not bothered about going fast. Last ages, look smart, plenty of grip, about as bullet proof as you can get before going down the Marathon + route.
Four seasons are nicer and quicker though.

GP 4 Seasons look like a good tyre, are they a decent tyre in the wet? The gatorskins and halo twin rails I had were not at all.

Don't get all the negativity towards Gatorskins. My last puncture was 18months ago and I know how to handle a bike so I've never experienced the apparent lack of grip...They're fine.
