It would seem that some pears are bigger than others, since I'm finding it hard to find an inner that compliments my Paul Cross lever. This is as good as I've been able to find, and it's not good enough, as I like to put a stem where the terminal sits...

Wow, blast from the past. Yeah, a cross top lever like the Tektro one gives you just as much stopping power as a drop road lever. If it doesn't, then there's an issue with how it's been setup.
Word of warning re: what I was talking about there ^^ - the newer Shimano road brakes (that are designed to work with the road groups that have aero shift cable routing) do use a different pull ratio to the older ones, so cross top levers with 5700 / 6700 / 7900 calipers and newer will give you rather sharper/grabbier braking than with 5600 / 6600 / 7800 etc. (You might actually want this, of course. But the rear wheel in particular will be very easy to lock up.)
