i'd be in for helping, i'd love to help on some more freely creative non commercial projects.
there are loads of designers and creatives on here right? should be able to source everything "in house".
i can offer art direction, design, repro...
i layout a mag atm for work so can help with anything related.
this could be a pretty amazing book if done right, documenting a time, a scene, a city, a sub culture, and yadda yadda...

Don't art direct, simply hand over real estate (double page spread, full page, half page and so on) to the artist/writer/criminal/cyclist.

I think having a good editor (rather than art director) is a good move.

But anyhow, fuck it, it's not a commercial magazine, a bit of mayhem and randomness might be good.

I work for well known graphic design magazine as a designer and also take care of all the production/retouching work for the mag too. I know I'm a forum new comer but would love to be involved in a project like this and I have quite a lot of experience with this kind of thing.
