They have tried it, just not very well. Last year on the tour they had a cam on one bike some of the days, but it was pointing backwards and slightly upwards. They clearly have the tech available, they're just not trying hard enough (you say they have it in F1, but hasn't that been around since the 90's - I get that size was an issue, but its definitely something that can be worked around now). Also I seem to remember the commentators saying that for whatever reason, no one in the peloton wanted to be the person chosen to have the camera on their bike.
