What do you have to 'do' to your bike to make it track worthy? I suppose each velodrome will have different rules on that also?
- Remove anything other than essential parts...check
- Suitable GI ca 48 x15...check
- Minimum BB height...check
What else?
- Dedicated indoor tyres, not used on the road? Check
- Bike free from road dirt? Check
- Can I use spd shoes and pedals??

Unlikely.
We (Glasgow) don't allow them - due to the likelyhood that the smaller body and sharper edges (compared to SPD-SL, Look etc) will carve bigger gouges out the track should you have an off. We also don't want the metal cleats chewing up the apron and/or track surface if you're holding someone up for a start.
Meadowbank didn't allow me to use them several years ago - due to them being more likely to accidentally unclip than a road or track pedal.
I don't think Manchester allow them.

48:15 will be ok for some sessions but probably a bit small for others.
Our hire bikes are on 48:15 and people are constantly complaining it's too light for anything other than the accreditation sessions.
Manchester seem to be quite funny/fussy about tyres, we aren't allowed to discriminate against any particular brand but Manc do (check their bike spec on the website, I think they don't allow Michelin on the track at all) and I don't think they allow dual compound or coloured tyres either - we do but we'll recommend you look for a solid black tyre when you come to get new ones.

^ afaik the reason Mcr is very specific on tyres is that some brands / compounds don't (or historically didn't) grip the boards very well. It's a decision taken to ensure folks aren't slipping off unnecessarily.
