Petty crime is less rife in Japan. Most people free-lock their bikes.

Going off to FIG and WBase shops today to check them out and just stumble across the Carnival workshop on my way to my language lessons. very nice. :) -

Nice people at WBase. Worth a visit just for that.
Also check out Sexon Super Peace (http://www.sexonpista.com/), a few minutes' walk from Shinsen station on the Inokashira line. Very nice owner. Cool stuff in stock.

is there any reason the last bike has a brake lever on the top tube? only thing i can think if 2 brakes were mandatory but plenty of those bikes have just the one.

I don't think there is any reason for it, there is I'm pretty certain no legal reason for it anyhoo...you see it a fair amount though:
