Nah the scale is unitless - you measure time over a known distance in whatever units you want, then it tells you the speed in those same units.
Eg. 1 mile in 30 seconds is 120mph but also 1km in 30 seconds is 120kph, although clearly they’re not the same actual speed. -

Exactly, it’s units per hour. The tachymeter converts [one unit covered] in [number of seconds recorded] to [units per hour].
Chronographs with tachymeter scales were commonly used by supervisors in factories to measure capacity / speed of output. Time how long it takes to make one item from start to finish, and you then know how many units you're producing per hour.
