6'4" is typically size 12 UK shoe. There is, however, enough room for statistical variation as I've pointed out. A size 9 is I must say quite uncommon for someone that is 6'4". That is a size 42 EURO which for the sake of comparison is the shoe size worn by Heidi Klum (176cm), Cindy Crawford (175cm) and a host of other "models".. Some models like Claudia Schiffer and Gisele Bundchen (both 178cm) claim to wear smaller shoes but I suspect they just jam it in Cinderella-stepsister style.. Now a 6'4" male wearing the same shoe size as a ... 17-18 cm shorter female model?
OK.. But that was not the point.. As I pointed out its shoe size to arm length.. and what the variables were...
Compare the under-arm length with foot length of your two samples. These should match up--- unless the foot was deformed--- and that would show how shoe size and reach get correlated.

Why do people advocate KOPS?
Just to confirm are you saying KOPS is a good or a bad idea?
I've heard/read people saying it's not great, highlighting flaws,etc. but I've yet to hear of another simple starting point for positioning.

What is shorter between grown women and men is their spines.. and women have smaller hands.. and wider hips.. Again there are loads of ethnic differences.. I mentioned that blacks have proportionally longer legs.. Asians have proportionally shorter legs.. So an Asian man will tend indeed to have comparatively shorter legs than a black woman... -

Exactly. Generalisations are good if estimating bike fit. But as you actually have the person, the bike and a tape measure you can use true measurements rather than estimates based on averages.
Unless you happen to know you fit dead centre of the bell curve in which case you can just ask for a bike that fits a 178cm person and the shop keeper will go out back and get you one. -

Unless you have a deformed foot--- when found its typically amongst women with a knack of wearing too small shoes and high heels--- I doubt you measured correctly. 23mm is a significant difference.
Bend your arm at a 90-degree angle and measure the distance from the middle of the elbow to wrist-- bend your wrist to find the spot. Now measure the foot from the rear to front--- longest toe. With almost all people the two lengths are more or less the same with a statistical tendency to have a slightly smaller foot due to minor foot deformations, resp. stunted growth, produced by wearing less than ideal shoework during growth. -
