Yeah - nice solution but I'd only need one for road work, I use SRAM racing grips on the extensions. I have a load of the little round plugs so would probably just use one on the left base bar grip

I'll probably eventually get some done for my extensions, but it's not a priority project.

Not even sure you could sensibly do Torx on both sides, the driver socket core ends up smaller than the pilot bore for the thread, and with short nuts for single ring you don't have enough length to get both good tool engagement and good thread engagement. Not sure what BBB do with the BCR-53C. The skinny BCR-54C ones for carbon Campag have Torx both sides so I suppose you could go with full width nuts and thin screws to make something to fit the aluminium cranks.
Pricing? Depends whether you mean 100pcs or 100 sets. Even for 100 sets (i.e. 400 bolts + 400 nuts + 100 'hidden' 5th screws), I'd be surprised if I could get them for under £50 a set in A4 stainless steel or 7075T6 aluminium. For one set in 6Al4V Ti you'd probably be looking at ~£300

Probolt do Ti single ring bolts with a Allen key bolt and a hex (10mm AF) nut for ~£40 a set, I've got a set in my parts bin.

Probably worth it if you're in a bad area for corrosion, otherwise as you say both steel and aluminium work fine at much lower prices.
