Your Googlefu may be better than mine, but I can't find the pad holders (not the ones shown) available separately. Winstanleys allegedly have the clips and pads available for £67.49. I can measure the screw spacing on the pads if danb's ruler isn't working.
Yeah over here it's basically the Clips with or without extensions for £100 or £70.
Zipp do provide just the base plate though:

BC National Champs are run under UCI rules I think.
CTT National Champs have their own rules.
That's why Bottrill needed a special bike for the British TT Champs - it had to be UCI legal and why I can race a UCI-illegal 'triathlon' bike to win the National 24hr.

Bottril has been riding in a UCI legal position all year but changed to a smaller frame before BC champs which meant that his extensions had too much stack from the base bar to be UCI illegal, hence riding on his spare red bike.

I can measure zipp armrests tonight if you want.
I don't think I have ever seen mention of any standard though...Finally measured them - the bolt centres are 25mm apart

There is only one British TT champ.
That's the winner of the British Time Trial Champs. Held by British Cycling under UCI rules.CTT is a seperate body who do their own thing and hold their own distance championships, called the 'National Championships' any nationality person can enter. And this is held by CTT under their 'rules'. Pick and chose from a list what applies depending upon discrimination.

I was wrong. You have to have 'lived' in the UK for 2 years.
(a) Residential/Nationality eligibility - Such Championships except the GHS 10 (see National Championship Condition 7), shall be open to first claim members of clubs in England and Wales affiliated to Cycling Time Trials (except members of the Headquarters Club) and members of clubs affiliated to the Scottish Cyclists’ Union. All competitors must have proven British nationality or have been continuously resident in Great Britain for the previous two years. Dispensation may be granted by the National Secretary for British Citizens who are members of foreign Clubs/Teams.

Any nationality can enter but you have to have been a resident for 2 years to win the title of National Champion. There was some debate over my title when they realised I was Aussie.

I don't think these will fit. Also, this is just for spare bike at the moment. Anyway, who's even heard of team Sky? If they were any good they'd have been in that Tour 'round France.
