Just got a new pre cursa and the dropouts seem to not be parallel? Only by a small amount, but is this likely to cause much of a Problem?

Few production frames have perfectly parallel dropouts. Just make sure your axle nuts are tight and you'll be fine.

Looks fine, but if it reeaaallly bothered you (although bending alu definitely isn't recommended on a public forum) could use an adjustable spanner to pull the top half back out a bit (using cardboard to protect the paint.

You're talking about the combination of fork length and BB height.
Track bike's BB are very high, between 5 to 10mm higher than road.
Mean a 140mm headtube feel more like 135-130mm.
Plus, the fork on track bike are typically short, so the headtube actually felt a little lower than 135-130mm on top of the BB height.
CX bicycles have says 135mm headtube but because the fork is nearly 30mm longer (395mm vs. Track 367mm) the headtube felt a lots higher than 135mm.

The Pre Cursa has mudguard mounts on the dropouts. On the front it depends on fork choice.

Road fork has guard tabs.
Track fork does not.P-clips and mounting kits can be had to fit guards on non-ready forks, or just get Clip-on type guards that attach to the fork legs.
Probs photos further back in this thread as it's a fairly common thing to add guards to a PC.
