Have you punched a hole in it first? It makes drilling a whole load easier.

If you punch it with a thin masonry nail then I'd recommend putting a small piece of wood dowelling inside the club, seems to stop the metal splitting

That's an interesting idea, what about threading the end of the pole, and the inside of the head, so that you can screw a new pole on any time, just like a broom.
It would probably need some sort of casing inside the head, to keep the stability, I don't know if threading on the plastic rim of the head would be enough to keep it in place.
That way, if we decided on a common diameter for a pole it would be very easy to chop and change as needed.
