Stopping in the run up isn't against the rules. Stopping at the end of the run-up is against the rules.
As long as you plant another foot (e.g. take another step) before kicking the ball then you haven't finished your run up.

Now, of course, you're left with the interpretation of whether Havertz (or Lewandowski) were at the end of their run up or not. But the rules only mention "feinting to kick the ball" and nothing about "stopping". Pretty sure they used to explicitly have something about "stopping".
