Apparently yes, the rules have changed.

If there's a "genuine attempt to play the ball" it won't be a red.

Whether that was a genuine attempt is debatable - as a centre back, I know panic and desperation when I see it.

couldn't believe how ponderous spain were last night, i know russia set up to spoil and play for pens but the lack of willing ness to commit to a direct run or pass was quite telling.

It's not that Spain lacked ideas, they lacked iniesta at full capacity. Watching him yesterday showed how good he has been.
Russia were very happy with them having the ball, and realised you don't press instead move backwards to prevent space rather than hurry them into mistakes.
