if you've got any other bikes try it on them and see if it does the same thing... if all else fails, just get different bars and use the old stem

If you remove the stem from the frame are you able to tighten the bolt to the point where it won't turn anymore?

Have now resolved the issue. A fat monkey wrench gave me all the balls I'll ever want.

i have an old stem that seems to be a slightly odd sizing and not all my stems fit all of my frames (forks), its a fraction off. My old stem that needs tightening like fuck is on my polo bike which is an 80's gazelle frame, but it won't tighten in other frames. I really don't know about your stem but your forks, how old are they?

You have to use a long allen key to tighten the bolt within the stem, so it's not easy to put a lot of torque into it.
So i'm tightening as much as i can, no spinning at all, not stuck seems to work perfectly except not tightening enough.
you could try to get more leverage by gripping the top of the allen key with pliers or adjustable spanner. -

It's an old [? not sure as no date/ id stamp] Steve Goff frame with same forks.
It may be similar to your frame then, might explain the need for the fat monkey wrench and sore hands.

i really have no idea, about the vintage of all my frames and forks but trying the same stem in several of them yield very different results. So essentially your not going mad no.
